An AFD internal Seminar was held in Cairo on 5 and 6 May on “Mobility and Urban Development” for the entire Mediterranean and Middle East Department of AFD Paris and for the Managers of AFD offices in this region.
An AFD internal Seminar was held in Cairo on 5 and 6 May on “Mobility and Urban Development” for the entire Mediterranean and Middle East Department of AFD Paris and for the Managers of AFD offices in this region. The seminar has gathered key players in transport and urban development, among them Sylvain HOUPIN, French Planner and Architect, in charge of the Urban mission of the “Plan Bleu”, who played the role of mediator of the workshop, Orhan DEMIR, Turkish Planner who presented the urban dynamics of the city of Istanbul, Ayman SMADI Director of the Transport and Traffic Department of the city of Amman, Jellal ABDELKAFI, Tunisian Landscape Architect and Planner who explained the links between local governance and urban project management, based on Tunis and Sfax cases and the Moroccan Mohamed ZRAIDA, Director of Finance and Partnerships at the Bouregreg Valley Development Agency.
The case of Cairo has been studied in more detail, based on the testimony of local players in urban transport management in Greater Cairo, introduced by Pierre Arnaud Barthel (researcher & planner at CEDEJ), the General Organization for Physical Planning GOPP under the Ministry of Housing, the Ministry of Environment, through its Agency (Egyptian Environmental Affairs Agency EEAA), the National Authority for Tunnels responsible for Cairo metro and subordinated to the Ministry of Transport and Cairo Governorate in charge of the city buses and tramways. Each of these players has given a brief on the programs underway as well as the political, economic and coordination challenges they have to face. The debates were animated by AFD transport experts, Xavier Huang and Olivier Ratheaux.
The seminar ended with field visits: the Cairo Metro extension works (line 3 Phase 1 – Attaba Station), the central command of the metro operator, Egyptian Company for Metro; a successful urban development project: the Aga Khan Foundation activities in the district of El Darb El Ahmar.
